Facebook iFrame and Fan Page Design Expert (Part time)

I’m looking for someone to design Facebook Fan Pages for my company's clients. I am not interested in a templates or previously designed looks. I need someone who has the ability to draw and design the concepts our clients and I have in our heads (I will supply images and/or clients' websites to give you an idea) and your job is to turn it into Facebook Fan Pages. Each Facebook Fan Page will also need the profile picture designed using the full space. Having the ability to create logos is a must too because some clients will not already have a logo you can work from so you must be creative enough to design them from scratch. You will also need to understand iFrames and assist in the upload of the page you create to Facebook.

Some other job requirements and questions:

I prefer to communicate by email, but skype will also be needed.
How long does it take you to create a Facebook Fan Page (# hours)?
Are you skilled in graphic artistry as well as digital design?
Do you have any examples of your previous designs?
Do you have any experience with vector graphics?

I also need a Fan Page done for my Facebook account. I’d like to have a similar layout to: http://www.facebook.com/GnuWorld.

Please note: I am not looking for someone who only knows their way around Photoshop and can edit and move layers. I need an artist/ graphic designer.

Please be honest in your response as to your experience. It will save time on both ends.
This will be ongoing ranging between 10-20 hours a week. I prefer paying by the job instead of by the hour and I am willing to pay $US 15-25 per project based on experience.
